Model Public Governance (MPG) refers to local ward offices that embody transparency, accountability, efficiency, and citizen-centric service delivery. [While public governance encompasses local, provincial and federal governments, we’ve limited our scope to local level for now.]

Purpose:
To create model ward offices that set standards for effective governance across Nepal.

Objectives:

  • Good Governance: Transparent decision-making, financial accountability, and citizen participation.
  • Efficient Services: Quick, reliable, and accessible public service delivery.
  • Digital Governance: E-governance tools, open data, and digital platforms for service delivery.
  • Participatory Planning: Community involvement in local planning, budgeting, and monitoring.
  • Rule of Law: Fair, inclusive, and rights-based governance practices.

    Context

    Nepal’s three-tiered federal system devolves major administrative authority to 753 local governments, but service delivery remains hindered by institutional capacity gaps, inter-governmental coordination challenges, and persistent corruption.
